Windows 7 Starter Edition has many limitations. One among them is the inability of the user to change it’s Desktop Wallpaper. While one could change the wallpaper even in Windows 3.1, Microsoft chose to deny this option to the Windows 7 Starter Edition end-user.

But if you wish, you can change the desktop wallpaper in the Starter Edition easily with freeware StarterBackgroundChanger.
While the program’s interface is in English, the installer is in French. So once you start the installation, click Suivant / Next and Demarrer / Install to complete its installation.
Once installed, you can right-click the desktop and choose Personalize; or you can right-click an image and select Set as Desktop Background. Currently, you can set only JPG and BMP images as backgrounds. You can also set the positions like center, mosaic, stretch, fill, or normal. The program works in the background with no sign of an icon in the notification area.

The program may not work with some Asus computers, because some of them have a particular program installed, which hinders the proper functioning of this freeware.

Tried this. My beef are:
1) Transition is abrupt as there’s no smooth fading between wallpapers. Tweaking Ease of Access and the Advance setting didn’t change the transition into Fade.
2) The app is running in the task manager all the time.
3) The latest version (8.2) also has built in Google-ad in the personalize menu.
Anyway those can be addressed by the author? Just asking.
