The second method would be via the Files app.
- Open the iPhone Photos app, tap on Share, and then select Save to Files.
- Next, open Files, find the image, long press on it, (for a single image), and select Create PDF.
- To convert more than one image, tap on the three dots (More) at the upper right of the screen, and tap on Select.

Open the Google Photos app > open the desired image > tap on the three dots on the upper right > Print > Save as PDF > tap on the PDF icon to save the file in PDF format.
2] Convert images to PDF via MS Office on Android
You can also use Microsoft Office to convert pictures to PDF files on Android. Now, you can send the PDF file to anyone or, you can also access it from any other device via OneDrive.

Since Google Docs is not pre-installed on Android, you must download and install this free app from the Google Play Store.
