In Outlook, the Reply All feature sends the new message to the sender and all the other recipients on the To and Cc lines. Attachments are not included. - On the Developer tab, click the Design a Form.
- Select Message, then click Open.

- Click the Properties tab, then check ‘Send form definition with item.’
- Click the Publish button and select Publish Form As from the menu.
- Choose an option in the Look in section, then name the form.
- Then click Publish and close the Developer tab.
On the Developer tab, click the Design a Form button.
A Design a Form dialog box will open.
Select Message, then click Open.
Select the Actions tab. You will notice that in the Reply to All row, the Enabled column is labeled ‘Yes’.

Then click OK.
In the Reply to All row, the Enabled column is labeled ‘No,’ which means it is not enabled.
Now click the Properties tab, then check the check box for ‘Send form definition with item.’
A message will appear asking for permission. Click OK.
Click the Publish button and select Publish Form As from the menu.
A Publish Form As dialog box will appear.
In the Look in section, you can click the drop-down arrow and choose where you want to add the form; we chose Personal Forms Library.
In the Display name section, give the form a name. The same name will automatically appear in the Form name section.
Then click Publish.
Now close the Developer window.
If you want to send an email with Reply All disabled, select the Developer tab, click Choose Form, click the Look in drop-down arrow, select Personal Forms Library, click No All Reply, then click Open.
The other method is to click New Items on the Home tab, hover the cursor over More Items, then select Choose Form from the menu.
