If the person you are contacting has set the Coexistence Mode to Island Mode. The Island Mode will only allow communication within the organization. Follow the steps given below to do the same.
- Open Teams admin center.
- Navigate to Users > Manager Users.
- Go to Accounts > Teams upgrade and click on Edit.
- Select Teams Only in the Coexistence mode field.
- Finally, click on the Save button.
This will do the job for you.
In case, for some reason, you are unable to make these changes, start Skype for Business. That’s because the Teams app is configured such that it doesn’t without Skype.

- Go to Apps > Installed apps or Apps & features.
- Search for “Microsoft Teams”, click on the three dots, and click on Advanced Options.
- Now, click on the Repair button.
