Windows 11 supports over 70 languages, and each of these languages can be installed through a language pack. Many users have faced issues where the download of a language pack is stuck on their Windows 11/10 computer. You can try waiting out the issue as many times the installation is slow. Windows 11 Language Pack download stuck
If the Language Pack download is stuck on your Windows 11/10 computer, take these steps to resolve the issue:
- Reboot in Clean Boot and Try Installing
- Troubleshoot Network Connection
- Manually Install the Language Pack
- Clear Windows Update Cache

1] Reboot in Clean Boot and Try Installing
Due to many services interfering with or blocking the download, your Windows 11 language pack download can get stuck. To temporarily turn off those components, you can boot in the clean boot mode and try installing the language pack from there:
- Press Windows+R to open the Run dialog box. In it, type msconfig and press enter.
- This will open the System Configuration Window. In the System Configuration, go to the Services tab and check the Hide all Microsoft services option.
- Now click Disable all and proceed.
- After the services are disabled, restart your computer for the clean boot to take effect.
Once you are in the clean boot, retry installing the Windows 11 language pack. To return your PC to its normal state, follow the above steps and enable those services.
2] Troubleshoot Network Connection
A stable internet connection is essential for downloading the Windows 11 language pack. If you’re experiencing issues, you can use the Get Help app to troubleshoot network problems.
Search for Get Help in the Start menu, then search for the Network Troubleshooter, and follow the on-screen instructions.
In some cases, restarting your PC and router can also resolve network glitches. If the issue persists, proceed to the next solution.
3] Manually Install Language Pack
You can manually install the language pack if you have a Microsoft subscription. You’ll need the correct language CAB file for your version of Windows 11. Download the full Microsoft Language Pack ISO image directly and install it:
- Once you’ve downloaded the Windows 11 language pack .cab file, open the Run dialog box by pressing the Windows+R keys on your keyboard.
- Now type, lpksetup, and press enter.
- This will open the language pack installation wizard. Follow the onscreen instructions to complete the installation.
4] Clear Windows Update Cache
In rare cases, a partially downloaded or corrupted update file might interfere with the language pack download. Clearing the Windows Update cache can help resolve this issue. This process removes temporary files related to Windows Update, allowing for a fresh download of the language pack.
Go to C:\Windows\SoftwareDistribution\Download and clear all the files and folders there.

Cannot install language pack in Windows 11

- Update Wuauserv settings
- Run DISM

1] Update Wuauserv settings
The Wuauserv holds all the necessary .dll files that work with the Windows Update feature. If you are encountering an issue with this, you will also face issues with installing the language pack in Windows 11:
- Open Registry Editor by searching for it in the start menu.
- In the Registry Editor, go to the following directory:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU
- Double-click the UseServer key, change the Value data to 0, and click ok.
- If there is no UseServer key, create one by clicking the empty area and selecting D-word (32bit). Then, rename it to UseServer.
2] Run DISM
DISM is a command line utility that diagnoses and fixes issues with the Windows installation or the ISO. Several issues with the Windows Image can hinder the installation of the Windows 11 language pack. To run the DISM in the command prompt, open the elevated command prompt and run the DISM Tool.

How do you manually download a language pack?
You will need a Visual Studio (previously MSDN) subscription to download a language pack for Windows manually. Once downloaded, you can install it by running the lpksetup
command in the Run dialog box.
